Kansas City Mexican Customs Office Not a Priority for US State Department

The Kansas City Smartport and the city of Kansas City MO, jointly have been working with the Mexican government for about 2 years to establish a Mexican customs office in Kansas City. The idea is that this will assist US trade-because shipments heading to Mexico, will be inspected (ha ha) in KC, then pass right through the border. This will save shipping time, as the Mexican border is now a bottleneck.
There is no current plan for Mexican shipments to be inspected by US Customs in Kansas City, although this was discussed by the SmartPort people.
The City of Kansas City has approved a "loan" to Mexico for the construction of the building, and was going to provide the land. KC said that technically the land would be theirs-however, there is a dispute about whether a Mexican Customs office would be Mexican sovereign territory (meaning they are exempt from American laws) , or American sovereign territory.
The whole deal has to be approved by the US State Department, and has been with their office for some months. The SmartPort and KC people have been saying they are waiting for the State Dept approval....and apparently, the State Department wasn't even looking at it. Typical SNAFU.
One additional thought....Mexico now wants a reciprocal customs office on their territory, (US customs in Mexico) to speed their shipments into the U.S.
Mexico doesn't want much, does it? Just a customs office in the US, built by the US, on land donated by the US, and a similar arrangement for a US Customs office in Mexico. Who do you think will pay for the land and building in Mexico? I'll bet it won't be Mexico.
